Gulag — it is NOT prison, but soft form of punishment with variety of freedom, in most cases just colony (similar to military camp), in some cases just ordinary settlement — village where prisoner only sleep and works in nearest city during day like regular citizen (de facto kind exile). In US there are no gulags, they hold people only in prisons, in real cells. In Russia there are only several thousands people hold in prisons, it is considered as too brutal form of punishment, only for most dangerous criminals (manics, terrorists, etc).
