  1. It is tradition. Look at Byzantium, people called self as Romulus and perceived self as Rome Empire. But we call them as Byzantium. Look at U.S., it is also bunch of independent states (Columbia is exception), but we call and perceived them wrongly as some country (for comparison look at Belorussia and Russia, actually it is also two states inside of one country, so-called Union State, exactly like U.S).
