It is. Just place for rest at summer on holidays. At winter Dachas used extremely rare, often it just impossibly (no road/energy/water). But more spread, near 60% of families at cities has own Dacha.

First of all, you need place that will be not isolated when will be snowy (in most regions of country winter mean no road to rural areas where Dachas is placed, road which you used at summer, at winter can be covered with 2 meters of snow for example). Also you need energy. And water. Toilets - in most cases people just build independent cabin for it.

This year will be introduced law by which foreigners need to get special permission to buy land (actually law was proposed 4 years ago, but still not accepted). So, hurry up if you want to buy something without troubles.

Barbara Crickley Russia is not a conservative country somewhere from 1860s. But actually it is complicated question, in each place of world that term means different, so is not clear what you means. And yes, it is one of the most socialistic countries nowadays, it even still spread apartments for citizens for free, of course not for everyone as during soviet times. And a lot of rest socialistic things, from free public transport for tens millions of people to free medicine for everyone.
