@sabinereynaudsf Wrong. Oligarch is not just very rich person. Rich people called just “rich”. While oligarch is specific and ancient term, it describe person which use own wealth to interference in politics, who indirectly control state or some of it aspects.
That’s why first obligatory requirement to have status of oligarch is owning of medias, to have ability control minds of mass. In Russia it was prohibited (before oligarchs owned all medias in country). Same restriction was introduced for foreigners (they can’t own more than 20% share of media), because a lot of medias, including 100% of regional media sites (incredible!) owned oligarchs companies from US. They often used them to call on misc protests against state (perfect example why oligarchs need to own medias).
Second obligatory requirement to have status of oligarch — in some way have ability to control politicians. E.g. own personal political party (where you pay salary to deputies/senators). Or using so-called "lobbying". Both in Russia was denied and declared as kind of corruption (yep, popular in US lobbying in Russia is considered as corruption and denied).
It’s how oligarchs in Russia gone (last one in 2008). Exist bunch of rich people, but they have no anymore influence on state, they calm down and now open wonderful public parks (want to preserve own name in history), invest in medicine (want to live longer, much longer) and so on. Do anything except politics.
