Do you imagine amount of resources/money/workers which is need to spend on this? Moreover, after conflict they lost all industrial factories also. It is jobless territories. Owning of this lands means Russia for at least 20 years will be stopped in own development and only forced to spend all own resources to restore this lands. 2) You forgot history: after WW2, Reinhard Gehlen (intelligence) surrender to US and then CIA used him and his network to fight against USSR. Network mainly consisted exactly from this people. Officially WW2 end in 1945, but actually in this places in continued for 10 years more, Soviets lost 25k of troops (police, army) and 32k of civilians. And it is happened with network which was built for 4 years. While nowadays US controlled this lands for last 20 years fully (from time of first coup), they born kids with this ideology. That’s why Russia will not take that lands, it is pointless, too expensive, classical "distraction of attention to an unusable object". Initially Russia even not wanted to take any if you forgot (by first peaceful agreement proposed by Russia, it not get anything).
