1. It is complicated technologies. Both source of radiation and mirrors, developed by decades. Several years ago Russia demonstrated different approach, mirrors from different materials and different frequency, it better than ASML. So it is possibly.
But Russia do it only for own scientific goals, you will not see factory from it, while rest need decades and a lot of money to repeat such tech. But if you already invested in one technology, you want to get from it maximum, so no new serious investments in different.
But yep, it is possibly.
2. For better cooling (but not only) you need to use Ga instead of Si. Did you saw all that modern power plugs with incredible power? They are tiny and powerfully. Why so? Because they made from Ga. But Ga is more complicated to use (structure less solid than with Si), it more expensive, you need to re-invent whole industry to use it instead of Si. It slowly already happens, but it need decades.

1. Modern technologies so complicated, that you can’t copy them. Only reinvent. Typical examples — attempts of US to copy soviet nuclear reactor for space (failed to copy even with 30yo tech) or engines for rockets (to produce such engine, you need to copy whole industry, beginning from standards, secret alloys which impossibly to copy and tools).
2. China in fundamental science already often far toward than West. Have much more inventions and patents.
3. Let’s imagine China got this somewhere, why you decide it is West?
China is friend of Russia, Russia have all appropriate technologies (it not produce itself because have no market, but in labs scientists demonstrated for example 7 nm already in 2011), maybe it is present from Putin? Russia helped to China in a lot of things, from nuclear bomb to space stations.
Good question — why China have own space station, while West — never had? US had only backward station where was impossibly to live. Then asked Russians to give technologies and it is how arrived ISS, de facto Soviet station MIR-2.

No. Amount of chips from one factory will be reduced. It means prices will go up.
As soon as China will replace everything for own market (1,5 billion people!), prices will go up even more.
On background: US decide to isolate Russia also, so Russia also now replacing western goods (150 million market, not so large as China, but one of the largest in world). And what is mainly, both China and Russia represent not just own markets. They control a lot of other territories which connected to this markets, so Russian market actually closer to 250 millions), Chinese to 3 billion. And what is more important, it is BRICS countries (represent over half of population + 40 countries in queue to join to BRICS). It means this part of world will repace all production of west/tsmc.
So, price of chips will go up and up and up and up 😂 Chips are cheap only because TSMC produced them for whole (literally) world. After US ruined this system, chips will be expensive as hell. And everything rest also.
