This is not correct.
1. His messenger generate keys for encryption on your device, so keys are individual and known only by you. Old and well known scheme actually. There are no encryption keys which you can take and get control over all users.
2. Russian federal police only wanted to get metadata about terrorists which exploded subway in Saint-Petersburg. Durov rejected to open this information (looks like after his messenger was blocked for desktops, he in result gave this information).
3. Americans have full access to almost any messenger in world. Look, when you launch any program on their OS, they automatically get full access to all data in that app. It is how apps organized, they communicate with OS and get/give all information to OS, to show it on screen, to get what user type on keyboard, to record or play voice, etc. So, if you use windows/macos/android/ios it means all your data is known by US. With rest OS is more complicated, but also possibly (need individual injection of your personal device, not so complicated against regular users).
