From foreign point of view you built some strange (wrong?) system, because even in most 3rd world countries is more safe (confirmed both by international statistic and by personal experience, including my own; I was robbed in NY during my first touristic trip). Needs of “self defense” patch is perfect proof that whole system is wrong by design. P.S. Even behavior of cops looks so strange and stupid. Incredible of course. And I bet locals even not get it, how can be differently.
