  1. In USSR everything maintained by cities, then came Gorbachev and destroyed this system, so everything and everywhere mainly decayed. In Russia in 2005 arrived law by which people who live in building must to create own or hire existing company which will maintain building, it’s how and why near 10 years ago cities mainly restored. In this city such companies not created yet, but will be. In general city in awful condition, by they own statistic (2021) degradation of infrastructure was over 85% 😮 As example underground pipes (water, heating, sewerage) in city last time updated back in 1980s, before Gorbachev. And this city was second in UA (after Kiew, capital) by volume of city’s budget (~$300 for each citizen per year; almost nothing even by local prices). Just imagine degradation of infrastructure in rest cities — financial Black hole.
