In Russia funding from state which movie makers can get is limited by just $1 million, moreover, this budget is limited for only few movies per year, rest get much less (in average $500 thousands) and then must return money back to state. Who will get this payment is discussed on public presentations after public vote.
In 90% cases it is just tiny loan with zero percent.
Americans also of course use federal budget, do you really think when in movie as example a lot of weapons, for it paid producers? Right to Pentagon? Facepalm. It is free for movie makers (for that paid taxpayers). Also in US is popular direct order of movies by state organizations. As example almost all police drama series, they all ordered/funded by officials. Just more complicated and less public scheme: state gave grant to university which prepares students for forensic science, then this university order TV show series about criminalists and paid for it with money from grant. Looks like you never saw “film about movie/series”, directors often itself tell that it was state order.
2. The most stupid thing in world is attempt to compare foreign salary with ordinary conversion. As example (2017) in Russia for $10 possibly to buy 5 BigMacs, at same time in US for $20 only 4 BigMacs. It means $10 in Russia in over than 2 times more than $20 in USA. That why nobody in world with a bit of brain compares salaries directly, goods have different prices.
Also you lied, average Russian salary nowadays is $760 (after all taxes). It means something like $2000 in USA. And it is average salary for largest in world country, if talk about industrial regions, not rural areas where living nomads, e.g. Moscow, then it is already $1400, which means like over $3000 in USA.
I can remind to you, that Russia is 2nd in world by popularity country for migrant workers, because even courier or taxi driver earn enough to live in Russia and send money to own family abroad.
Also need to remember, that in Russia education is free (in USA people need loans for that), medicine is free (of course for some rare and super expensive things nobody will pay, but in average, e.g. ordinary cancer, broken leg and so on people paid zero, while in US it is real tragedy, people afraid to ill), when you born kid, state to you give a lot of money (~10 month salary), heat and electricity in Russia cost almost nothing, apartments also cheap, almost each family have own apartments in city and summer house somewhere in rural area in own property already at age of 35-40 years, a lot of more examples. That why in Russia almost no homeless and majority have education, while in USA millions and millions of homeless and one of the largest amount of people in world which can’t read and write (is it 3rd world or not?).
3. Over 75% of Russian population living in cities, it means have centralized water system and even centralized heat system. So you just lie. While lack of water can be only in rural area, especially between nomadic tribes. Which, believe, not cares about running water at all.
While examples of “3rd world”, it is when during winter in England died up to 40 thousands people because of cold, in cities (at same time Russians in own apartmens wear only underwear and love to open windows at -30 for fresh air). Or “3rd world” is what we saw during modern epidemic in USA, because country have no enough hospitals, lack of doctors, have no equipment, have no isolation boxes. For comparison in any large Russian city there are more isolation boxes than in whole US state. I’m even silent about homeless, ghettoes and no-go zones.

Exactly.. looks like. They only nowadays made on own ships systems which had Soviets already 40 years ago. While Russia already works over next cycle of space exploration — testing prototype of first in world nuclear tug (powerful reactor supply engines, one nuclear load enough for 7 years of work in space, can rich great speed, in few times faster than rockets can, can maneuvers, return back to Earth, carry huge weights). At same time SpaceX talks some nonsense about conquest of Mars on... rockets! It like in mid-20 century discuss about travel on house carriage. Yep, still majority of world had and used mainly them, but developed countries preferred cars and airplanes.
As first work it will be used to build Russian-Chinese base on Moon (and base will be incredible cheap, cost of work of such tug for several years just few millions of dollars). As joke Russia gave funny name to this program — Zeus. If you remember, Zeus was father of Apollo and Artemis :D Russian humor.

About movies — it is impossibly to compare. Too different schools and products. It is like to compare Dostoevsky and comics about Spider Man. Yep, latest one is more popular, but Dostoevsky is Dostoevsky. Same with movies, I just don’t know examples of intellectual movies from USA (except some from 1930-50s), maybe they exist, but I never heard and never saw even on international presentations, only European and of course Russian, from time to time from other countries. So, to be clear, it is not truth, US not no.1 in every movie industry, in US just lack of whole directions. US mainly produce so-called ‘entertaining movies’, while in Europe it is just subgenre (in which a lot of european directors just never work). It is not good or bad, just different cultures. Some people prefer Spider Man, while other “War and peace”.
About rest industries — 100% not, few examples:
Nuclear industry — US behind for several decades in everything (after WW2 for some short time were ahead), some directions inside of industry just have no at all (already for 40-50 years, especially in space and closed cycle).
Rocket science — behind.
Modern communications (e.g. quantum lines) — behind.
Radars — far behind (for near 20 years after WW2 were ahead).
Lasers — behind (while at past times both nations won Nobel prize for invention of them).

@alexchlomandar3805 1. Movie maker company is “Yellow, Black and White”, they are the most successful company in Russia which earn billions. Even Disney order movies in this company (yep, when you see in title disney, it not means that movie made disney, they mainly just put own name and literally nothing else).
2. Actually it is not about movie or how to beat Tom Cruise, it is old Russian program how to reduce time which need to prepare non professional cosmonauts. 25 years ago it took 1 year 2 month, then 9 month, now 3,5 month. Specially for this experiment created new version of Soyuz space ship which can control only 1 professional cosmonaut (preparation of professional cosmonaut took 10 years), not two like it was before.
As continue of experiment this December Russia will send two tourists from Japan.
It is part of Lunar program, how to prepare people of different professions for short time to send on Moon. So, if not this movies makers, it could be just any other literally random people. At least movie makers will film movie and gather a lot of money.
3. I’m not sure they even paid for flight (because it is part of experiment), but anyway it is cheap and a lot of Russian companies can allow this for self. Russian space industry is not private, it in state property, that why incredible cheap. Rocket cost a bit more than cost of metal scrap, for rocket state paid to self, not to someone else. I bet cams cost more than whole this flight (director took with self 4 main cameras which cost $500 thousands and whole bunch of less expensive).
Yep, Americans paid incredible money for seats in Soyuz, but Russia always increased price for Americans after anti-Russia behavior, aggressive speeches of american officials, literally as punishment. For tourists at same time price was in several times less than for astronauts.

@Babumoshai.. He was just first man. Before of people sent animals, not all returned alive. And to be more correctly, before of man and animals sent nuclear bombs. Because it was not just rocket, it was 100% ICBM. If you forgot, it was soon after West declared new war against USSR after WW2 (nowadays known as Cold War, mainly regards to this flight of rocket, West afraid to attack USSR, so that war never became hot) when UK and US prepared to nuclear strike and total extermination of USSR (or more correctly everything from Poland to North China). Soviets had no possibilities to send bomb on aviation (too far, too lot risks, while UK and US had own bombers on Soviet borders), that why decide to build rockets instead of bombers. Man in space was secondary goal, so it is funny fact: man flew into space on ICBM.
