Not better engineering, there are examples when old soviet technologies still are far better than modern in US (especially in atom). US just had more money. Impossibly to compare, US spent in dozens and sometimes hundreds times more money/resources. Also, what is important, US had ability to sold own things and make money from this, while for USSR it was in most cases just impossibly. As result, actually we have otherwise situation: in USSR engineering was far better, because was less engineers, they had much less money and resources. So, to produce anything in such conditions you need to be really clever.

How it arrived: Soviet govt decide to reduce majority of military programs and rejected to any new projects. What did engineers? They asked not a lot money for “modernization of Tu-22”. Okey, govt agreed and gave a little. And engineers de facto without money created new bomber. Also that’s why it got name Tu-22M, M means “modernization”, but actually it was developed from scratch and have nothing common with Tu-22. It was just trick for govt :) To create such wonderful plane, best in pwn class, without money and resources — you need to be genius. If Soviets had budgets like engineers in US, they already would build cities in Mars.
