  2. Ukraine couldn't use NATO tactics because of late delivery of F16 and other weaponries and ammo. Your 1st reason bombed your 2nd reason. Without air superiority over Russia, NATO training, tactics and strategies mean nothing. In Russo-Ukraine war, Soviet/Russian doctrine proved more effective.
