It's very interesting, One of my neighbors is a bartender and his bar is fully funded by the US government and he is getting full pay even though he is only working part time and the bar is closed due to the shut down. Another one of my neighbors works as a bar tender at a different bar and the federal government does not want to fund that establishment which is like a hundred years old so she is just getting unemployment. Seems the government is playing favorites.
