In 1970 my dad taught me e phrase "headhunter, headhunting'', i asked why do you headhunt? His answer: "Well son, any company that has a contract to supply goods to the US GOVERNMENT has to show that they've recruited minorities,
{by the way back then minority recruitment basically entailed recruitment searches for black workers, & I suppose a Spanish person or others too. too.Though I remember no mention of, or any references to, other types of particular individuals or recruiting strategies for them. Also most were local to California. Thats why this still sticks in my mind 50yrs later. Dad explained further "So son, the hard part is getting technical people in that field from that particular ethnicity, not as many of them are going into sciences yet & those that do, are working around industrial areas long ago established in New York, Michigan,etc places with companies that have been there for years.
[<As a note worthy of mention, you know that most of those areas he was talking about in the 1970s are all gone, mothballed, as pollution restrictions, need for modern facilities made the old brick factories shut down. Now those buildings are torn down or they became blight like in Detroit, as they slowly rotted & rusted away, & as investments in brand new factories & labs came w/new land "relocating west, whole new industrial park cities were built overseas in China, & Asia, Taiwan, Hong Kong, & Japan was the powerhouse back then, ironically they killed off many opportunities for
American minorities to be upwardly mobile.>]
He Cont'd out here, we don't have nearly the infrastructure or the Universities yet that they have in older longer established areas such as in the back east states. 'So.. the problem is not just convincing someone to come out west they love to get away from the snow and the cold but telling them that they have to give up an entire paid off two story house, & move out here, paying as much as $150,000 or 2x as much for houses"
