I think it will because even before negotiations, the agreement was laid out and accepted by both parties,, otherwise, Republicans wouldn't waste a minute of their time in negotiation.. The agreement was both bills will need to be on Biden's desk to be signed at the same time, the House progressives will hold up their end of the bargain to forward the bi-partisan bill IF the reconciliation bill was voted with a simple majority. But if they can't get a simple majority in the Senate, then the establishment has broken their end of the deal, and no infrastructure will be passed. But my only concern is the average voter doesn't see it that way, which Republicans will sell it as "the democrats failed to deliver." Which is not the case. If no infrastructure will pass,, the reality is the establishment which backs the bi-partisan bill has failed to uphold their end of the deal. The infrastructure bills have reshaped and reframed the parties as Progressives VS. The Establishment, which consists of Corporate Democrats and Republicans. This is what voters needs to be aware of if Progressives are to gain their leverage.
