  1. French has been an official diplomatic language for centuries especially during Napoleonic times as one might guess. English is a relative newcomer. Also, the French insist that if they participate in an organization then one of the official languages must be French. The English speakers don't need to insist because everybody will be able to speak English. When I represented the US in meetings of the Organization for International Standards we would start the meetings with all introductions made in English then French, at which point the head of the French delegation would tell the Chair that the requirement to conduct all proceedings in French as well as English could be waived and all proceedings could take place in English only. We went through this little ritual at the start of every plenary session. Also you may have noticed that I referred to meetings of the Organization for International Standards. The acronym is "ISO" but the name is not International Standards Organization because French insist that the acronym avoid favoring any language. "ISO" stands for "Organization pour Normalization Internationale" in French, and "Organization for International Standards" in English. Never say that "ISO" stands for "International Standards Organization" because the French will get upset by that.
