The incidents you described took place 20 years ago when the fabrication of images and videos was more difficult to do. If this had happened today, and I was Neil Bush, then I would say that the photos and videos were deep fakes made by using doubles and image processing. He might very well get away with that. I am sure the CCP has thought of that "defense" and now must get some evidence that nobody could consider fake, perhaps DNA. Even in that case Neil Bush could say that someone, the housekeeper for example, could have collected material like hairs from which they extracted the DNA. I think the CCP would need a "blue dress" to make the case harder to refute. Given that a "blue dress" got a President impeached, one could imagine what the evidence might be, and it would be stronger than just photos and videos.
