Those two systems are basically land based based versions of the radar on the Arleigh-Burke radars which can control out-going missiles as well as detecting incoming missiles. With two such a radar installation in Poland and Romania, the nuclear bases are thoroughy covered. By the way, the Russians are pissed off, so you know it is effective.
