Congress could offer DC Metro Police to the DC Federal Courts to arrest the Federal officials who failed to follow the Court's orders maybe even the President. The DC MPD could detain him under protective custody along with the Selective Service of course. However the DC MPD may require that the President can only communicate through the White House counsel. If the President wants further command of the MPD then the Pres must get authorized by Congress and thirty (30) days is the max authorization and which point the control reverts back to Congress.
