  1. The Ukrainian people will decide the conditions for a cease-fire, and the US has nothing to say. Only Ukraine can decide whether they will continue resist even if Russia occupies Ukraine. US evacuates personnel from Embassies and advising against travel by US citizens reflects a concern that US citizens will be used as hostages. One should never conclude from the US evacuating personnel and warning about travel as a signal to Ukraine that Ukraine should capitulate. As I said at the start that is Ukraine's decision to make. What you want to watch is whether the US stops supplying weapons.
