Both Scholz and Biden have had domestic political issues that placed constraints on their actions. I agree with your comment about what has delayed Biden's decision and why he waited until after the elections. I think people who have been criticizing Biden have failed to consider domestic US politics. In many of the man-on-the-street interviews prior to the election people were saying that we should be spending money on our border rather than sending money to foreign countries. Biden has had to balance those domestic political issues with increasing support to Ukraine.
