US manufactured goods dominated global markets simply because there were more of them. When Japan and Germany began to produce higher quality goods then the ZUS market share began to drop. The US was a victim of its own dominance of global manufacturing. When you have the largest market share then why bother trying to import the product. I have seen that attitude so often with management. The US may have had the largest share of manufacturing capacity after the war, and I expect the largest share of incompetent management. It takes longer to improve the quality of manufacturing than it does to improve the quality of management because low quality management stands in the way of improving both manufacturing and management. Look at what happened to Great Britain after the War. They had been training management to run an Empire then they lost the Empire. Never really have recovered.

  2. I expect that politics as this report indicated was the overriding reason; however, a can see that the refueling issue was a sufficiently new technology to give pause and was more dangerous as the report indicates That would have been reason enough. Reassuring that there was a back up plan.
