When I started working in computers fifty (50) years age, we had a joke, "To err is human, but to really screw up you need a computer." The Framers of the Consitution lived before typewriters and automated printers, and of course they could never conceive of computers. The Framers never could image that someone could control all the Federal Spending at the scale and speed of the computer based systems we have today. I think they would have given Congress even more direct control of spending than Congress has now.
