Destroying the Kakhovka Hydroelectric Power Plant thereby flooding the city of Kherson would also cut off the Ukrainian Army on the western side of the Dneiper from Zaporizhia on the eastern side. The area around Kakhovka Hydroelectric Power Plant has a relatively small civilian population of 45,000. Dams are notoriously hard to destroy, and a tactical nuclear weapon would provide exactly what destroying a dam requires.
