  1. The START treaty 1991 at the time limited the US and USSR to one anti-ballistic missile (ABM) systems each and positioned wherever each side chose as the location to deploy the ABM System. The US decided to place their ABM system to protect some ballistic missile bases located in sparsely populated areas in order to preserve the ability of the US to launch a retaliatory strike if Russian launched a pre-emptive first strike on the US. The Russians located their ABM system to cover Moscow and probably to protect the Russian leadership. What is most interesting about this choice of Russia to put their ABM system is that in 1991 the means used by both sides lacked precision and an ABM systems destroyed a nuclear missile by detonating an air-burst nuclear explosion. This means that the civilian population in Moscow would be exposed to the radiation and radio-active fallout from the air-burst nuclear explosion needed to destroy the incoming missile. Nothing expressed the Russian disregard for their population better than the Russian choice of location to deploy their single ABM System allowed by the START treaty.
