  1. Canada can cut electricity to demonstrate that the US depends on Canada. It is much easier to "restart" electricity. Stopping electricity could allow Canada to react without hurting Canada must. It could black out the North East especially New York City. Trump might enjoy that because hurting New York is hurting a blue state. If New York decides to compensate for electricity reduction by redirecting the hydro-electric from the US side of Niagara Falls then Washington could be affected and that would surely get a reaction Trump.
