They cling to the ludicrous idea that killing lots more Russians and/or wrecking Russia's economy will lead to regime change. None of those things will have the effect the West wants. If either of those two events happen in sufficient extent or amount, Russians will demand that Russia annihilates those seen to be the cause of it. And it will makes Putin's position even stronger in Russia and in its government, because the citizens will want him to act decisively.
