Values such as tolerance, and even democracy, originated in societies where people were similar in every way. Being tolerant only meant tolerating minor differences, and not something foreign, like cannibalism. Similarly with democracy. As long as people were similar, if the opposition Party won, they wouldn't start chopping people's heads off as punishment for crimes.
Unfortunately, tolerant homogeneous societies apply these values to foreigners whose values are totally foreign, perhaps in the naive and benign hope that the foreigners will adopt values of the host population.
Reality is different, and the foreigners do not adopt values of the local population. Quite the opposite, they expect the locals to adopt their values and laws. Failing that, these foreigners start destroying the culture of the host country, engaging in organized rape, making explosions, and other terrorist acts.
