Not so. If you tell someone that 10 years ago you twisted your ankle, the listener would not assume it was on the same day as today.
And more important is the following. Suppose that as of today, you still haven't had your birthday, and someone asks "if you were born in 2012 (which was literally the question in the video), then standing now in 2022 you would have to say you are 9."
And furthermore, in the video the question was rhetorical, and not specific to the individual standing there at Times Square. If you rewrote it in full, it would go like this: "If you were
born on any arbitrary day in 2012, how old would you be on any arbitrary day in 2022." Remember, the interviewer didn't specify a date. So the answer is 9 or 10.
To make his question fool-proof, he should have asked "If you were born on January 1st in 2012, how old would you be in 2022?" But that would just confuse the shit out of everybody.
