Yes, there were a couple of incursions a century ago, and the Finns won both times. Of course Russia could throw a lot of power at taking over Finland, but it's just not worth it. In other words, did he qualify for his Visa based on true facts? If yes, then his Visa should be granted. It only "knows" what text to generate in response to text it is presented with. Think of it like this. Suppose you were born in a dark room and never interacted with the world, and all you had was a dictionary and you could read it and memorize the whole thing. All you would know is what words go with other words without actually understanding any one word except in other words. Without growing up in the real world where you learn what physical things and what feelings and actions go with what words or sequence of words, your entire universe is just letters on a page. In all cases, an advanced AI must not be interconnected in a way where it could prevent us from turning off the power. Which means that it has to be kept in a closed network environment and without the ability to carry out actions in the real world.
