  15. The simple answer is that the value of whatever India buys from Russia in Rupees is not able to be used by Russia to buy things. So Russia has to exchange Rupees for another currency it can use. One way would be for India to make more things Russia wants, so Russia could use up its Rupees. But the real solution is for the Brics World to use a single currency of their own, and use Dollars when it makes sense.
