PhDs studying astrophysics are qualified to attend a scientific conference; the local ham radio enthusiast or stargazer is not, and those comparisons are being very generous to Destiny.

Saying that someone has qualifications or extensive knowledge on a subject, and therefore should be taken more seriously than someone with none, is not a fallacy. One would hope it's common sense. The OP did not say that either Norm or Benny are right BECAUSE of their credentials, which is a fallacy, merely that they've earned the right to be taken seriously.
