I do believe that all members of Congress should know about black budget programs, those are our tax dollars at work and our Representatives should know what it's getting spent on

@vitsadelhole So are generals, and soldiers, and presidents, and secretaries of defense/homeland security, it's tax payer money and you need congresses approval to go to war. If you can't go to war without congress then you shouldn't be able to keep weapons of war hidden from them. what do you think being sworn to secrecy and monitoring people who know classified info is for.
