This is a lot like the issue Fance has with its population, the government tries to pass legislation that will help the country economically but because it gets rid of some sort of subsidy that the locals would become accustomed to they all riot to the point that the politician tap concede or face masses of angry mobs vote them out of power in a heartbeat

As distasteful as it might be sometimes poor Nations need to default on their debt, it's like when you have a mortgage but then coronavirus cats and you lose your job and can't keep paying the mortgage but since you're a nation and not a single individual no one's giving you any sort of financial break; thus you have to default on your debt
