They need to start building desalination plants to purify ocean water for farming and start building greenhouses with temperature control to help with subsistence farming are there other method of cost reduction and a means to export food they should also start employing factory farming 4 animals that produce hides and things like wool both of which can be turned into a variety of products some nations would prefer to import from them because they are closer and will reduce Logistics costs. This along with the tourism and vacation housing project will help them survive
