Just remember Japan attacked first they brought that devistating attack onto themselves and while the citizens might have wanted to surrender, with a leader who would sacrifice everything to remain in power it put the USA in a "it's you or me situation" and in that situation nether side will back down until one is dead like the priest said the nukes put into perspective that they would not win.
