  1. There is one solution that can fix everything about this bad situation, leaving everyone except the richest of the catch share owners happy. Sign a new Federal Regulation that caps the amount of those shares one person is allowed to own. That way they can't be consolidated to the detriment of smaller Fishers, I get there's already a 6% cap but from what I can tell it needs to be reduced.
