If if you're knowledgeable enough on a subject to know before the briefing what the stock market is going to be like in the next few months and decide to sell off your stock that's perfectly fine any regular Joe Schmo with enough education end in sight into the stock market and epidemiology might be able to predict it but if you do it after you get brief subject that is not publicly available then you're liable for insider trading

If you are a senator wanting to invest stocks you cannot use insider-trading to benefit your Investments should grow or tank along with the rest of the United States population so it will be in your best interest to minimize disasters, the less of a hit the public takes the less of a hit you take.
