I'm actually okay with the French imposing a tax like this and opposed to the US imposing tariffs on France in response to this, the US taxes both us companies and other countries around the world just like this; it's like the US is caving to the demands of tech Giants as if they're oligarchs that have power over our government. My only critique about the French tax is that it might be just a tiny bit too high, perhaps 1.5% - 2% instead.
