Music is a pleasant sound used in a rhythmic way, the clattering of pots and pans can be an annoyance but when used in a way that generates the Sounds in a nice Rhythm they can often be substituted for drums. That being said the way you described this guy going about it makes him sound like he was making noise for the sake of making noise and calling it music even if the noise themselves were unpleasant to everyone listening.
