Take the example of Italy. Italy more or less has seen the same rainfall over the past few years. However, rains now are torrential. Back then, the soil would be able to absorb this water. Things would be 'normal.' Now you may have a single day when it rains as much as during the whole month. The soil cannot absorb this much water, the existing infrastructure is not ready to preserve that water either and much of it ends up being wasted. Investments in water management systems will be needed and they will cost a lot of money.
