  1. Bingo. The state could decide to have their own contracts, but that requires work and money, and the state is lazy. They would rather minimize their risk as much as possible.

  2. Sure thing, but first, the state should buy their properties at the current market rate (not some flimsy "aproximation" done by an "evaluator") and then the state can decide to redistribute however it likes and to whomever it likes.
