  1. karmacologist Depends. if they have relevant skills and willing to actually work for an honest buck, then at least I'm giving them the chance to have an interview. If they do not want to actually change, but just bitch and moan about living in the sewers then they totally deserve to be there. If they want to turn their life around FOR REAL then I think that they deserve a chance even tough maybe some of them had more then just one chance.
