  1. There's waste in everything unfortunately but putting infrastructure say out to the private sector and having private self interests (lobbying etc.)mushrooms the cost. There's also the lack of enforcement just look at the subsidies given to the broadband sector who promised on their grandmothers life they'd improve rural broadband but hey ho
