@Mors_Inimicis You'd need a Central government plan for pay per mile and a clear mandate. Ulez was already an established Conservative policy, basically the Tories don't want to pay for anything hence the 50% cut in Council budgets while at the same time putting more burden on Councils with statutory housing and child support policy.
