From what I've heard there going to go round departments to cut so called net zero costs my guess is reduce capital expenditure on oh I dunno things like public building refurbishment and lower the building insulation standards as far as they can get away with to save money up front (which increases operating budgets) to scrape enough money together to promise a tax cut then have a snap election accuse Labour of being in Satan's grasp as far as budgeting is concerned
