  1. There was a report about ten years ago after the last cold weather event which recommended upgrading infrastructure against the weather. The politicians sat on it and didn't force a mandatory minimum standard because it would put costs up its been a purely political decision to not implement any standards. While were mouthing off about the green new deal one of its goals is to promote passive buildings (the use of insulation and draft proofing which reduces the overall energy consumption to heat and cool to a fraction of current buildings consumption). This policy will help both Texas who are suffering outages because of cold and would help California who had outages during the summer because of heat Texans are about to be hit with eye watering electricity bills due to open season free market demand/supply nature of the system the State of Texas has built one report I heard said the jump will be 300% in electricity cost to the consumer
