This is a myth created by Western warmongers in order to justify vast military spending and the acquisition of mineral resources, such as the estimated 14trillion$sworth lying beneath the disputed territories of Crimea and eastern Ukraine. Putin is on record several times in saying that while the re-creation of the Russian Empire (Soviet or otherwise) might be a fine, romantic notion it is totally impractical and not even desirable in real world terms. We must just as well say we'll send expeditions to India and Africa to try to recreate the British Empire.
