  1. Wishful thinking. Putin flattened cities wholesale in Chechnya and Syria and could do the same in Ukraine if he wished. This looks like a cautious campaign, designed to minimise damage and losses on both sides. After all, Putin will want a compliant Ukraine after it it's over - not a decades-long civil war.
