  1. This is all it ever was. Because it's complicated and hard to explain people don't realise that "net" zero is simply a way of making money from an artificially created shortage: ie permissions to exceed imposed carbon emission limits. Funnily enough, a very similar scam is used to make money from carbon in another form: diamonds, which are so commonplace and easy to produce that you could pave your driveway with them quite cheaply if the supply wasn't restricted.
